It looks like a fire escape/ exit or service track of a bridge. I still can't figure it out. But one thing is for sure you are much above ground level when you shot this image.
Cool picture. The pink certainly makes it pop. Obviously you were up high and aimed downward. Hotel balcony? Rooftop? I've done anything in Austin except drive through it, so I haven't a clue.
